This is Bedford Ave between N5th and N6th. Sam & Seb was a kids store. Their site says they're closed for good, gone back to Australia. Meanwhile, the permit says, among other things, "...INS COOKING EQUIPMENT, PLUMBING FIXTURES, RANGE HOOD..." which sounds like a restaurant of some kind to me.
