What's the deal with 9/11 art cars?

Answering the question, what would Jesus drive, this guy has his savior's countenance on his Prowler.

Update: Walking by after shooting the tribute in light photos and there was yet another. Not sure this one has anything to do with 9/11 though, just seemed to be covered in toys and junk. Maybe I missed the point.
