
I don't know if falcons mirgrate, but this isn't a pigeon, so the first thing I thought of was the 55 Water Street falcons.
Plus, I really like this photo. Tiny spec of a bird against the huge linear building canyon. (click it and view it bigger)

If it is a falcon it's almost certainly a Peregrine. Peregrines are named for their tendency to wander great distances during migration, but from what I've read many city dwelling falcons are present throughout the year. Unfortunately it's very hard to tell looking at your photo.
